Deliverable 03 · Priority Roadmap

Priority Roadmap

The Priority Roadmap converts agreed priorities into a sequence that a real organisation can execute. Sequence follows dependency and capacity rather than enthusiasm, and every phase states what has to be true before it starts and what changes once it lands.

Shape
Phased sequence with dependencies made visible
Grounded in
Operational, cost, time and organisational constraints
Each phase carries
Preconditions, expected effect and open risks
Best used for
Turning agreement into a plan people can resource

What it is

A sequenced plan of transformation activity, arranged so that each phase is executable given what precedes it. It is a planning artefact, written to survive contact with capacity limits, budget cycles and competing priorities.

  • Phasing driven by dependency and absorptive capacity
  • Preconditions stated for every phase
  • Expected effect described in business terms, not activity counts
  • Open risks and unresolved questions carried forward rather than dropped

Alternatives, not a single track

Where a constraint makes the preferred route unrealistic, the roadmap sets out alternative paths and what each one trades away — so a decision to slow down, stage differently or descope is made deliberately.

  • Alternative sequencing under tighter cost or time constraints
  • Lower-operational-load routes where HR or IT capacity is stretched
  • Explicit trade-offs, so nothing is quietly lost in compression

How leaders use it

It becomes the working reference for the transformation programme: what happens next, why now, and what would have to change for the sequence to change.

  • Basis for resourcing and investment conversations
  • Reference point for governance and steering forums
  • Anchor for the Decision Pack presented to approvers

What this deliverable does not do

  • It does not promise outcomes it cannot evidence
  • It does not assume unlimited change capacity
  • It is not a vendor implementation plan

Questions leaders ask

Does the roadmap fix dates?
It sequences work and states preconditions and expected time to visible effect. Calendar commitments belong to your planning cycle, and the roadmap is built to slot into it.
What if our constraints change?
The alternatives carried alongside each phase exist for exactly that — the sequence can be re-derived when cost, time or operational capacity moves.

Coverage

Built for how HR actually breaks down.

However you scope it — by focus area, by problem, by scenario, or by geography — MBT's research starts where you already are.

Problems we surfaceHR problems we're built to catch

Structural bottlenecks the research is tuned to isolate across your operating model, core systems and workforce data — each validated against your evidence before any transformation is recommended.

When this gets usedBusiness scenarios

The business moments that usually open a transformation conversation — each researched as a possibility to confirm or reject, never assumed to apply to you.

MarketsGeographies

Research adapts to your exact operating footprint — from a single site to a multi-country enterprise. MBT examines why the same programme behaves differently across jurisdictions: statutory variation, works councils, payroll rules and local talent conditions. 19 market guides are published today, and further guides are being released on a rolling basis. Any other country, region or city can still be entered in Scope, with public-source depth validated per run rather than assumed.
